About Cal HQ
California Alignment for Hospital Quality (Cal HQ) is an emerging statewide collaborative focused on improving hospital quality through aligned action. This initiative is led by Covered California, CalPERS, and Cal Healthcare Compare, with oversight from steering committee members from state agencies, hospitals, health plans, improvement organizations, and patients to identify and advance a common set of hospital quality measures. The Cal HQ Steering Committee provides strategic guidance, ensures industry alignment, promotes Cal HQ’s activities, and advises on statewide scaling and dissemination efforts.

How will we get there?
At Cal HQ, we believe statewide transformation starts with aligned infrastructure, shared goals, and powerful collaboration. Our phased approach begins with building the framework, laying the foundation for hospital performance alignment and piloting core quality measures. From there, we iterate with early adopters and high performers to refine strategies, accelerate digital reporting, and create clear pathways toward improvement. In the final phase, we focus on innovation and sustainability by expanding successful strategies, increasing data transparency, and supporting long-term adoption across hospitals. Underpinning all of this are four core contributions: alignment across partners, co-design of strategies and tools, enabling innovation through collaboration, and public recognition for performance. Combined with robust technical assistance, from peer-to-peer learning to practical implementation resources, Cal HQ drives real, measurable quality improvement across California hospitals.

How you can contribute
- Implement and Test: Co-design and deploy Cal HQ tools and resources
- Data & Measurement: Use organizational data to track improvement and compare against Cal HQ benchmarks for peer learning and shared progress
- Education & Culture: Disseminate learnings from Cal HQ offerings throughout organization
- Collaboration: Share best practices, learn from peer facilities, and collaborate with health plans to drive improvement
- Member engagement: Educate members, encourage shared decision-making, provide patient safety resources
- Data & Reporting: Utilize member data and hospital performance to identify opportunities for improvement and track progress
- Payer-Provider Partnerships: Enhance partnerships to improve workflows and care delivery models
- Quality Improvement Strategy: Apply learnings from Cal HQ to co-design strategies linking payment to achieving goals
- Alignment: Ensure Cal HQ is aligned with other initiatives across the state to reduce duplication and minimize burden
- Promote: Build awareness of Cal HQ across the state and encourage participation in Cal HQ’s events
- Collaborate: Provide tools and resources to support achieving state-wide goals
Cal HQ’s Resources
| Developed in partnership with Hospital Quality Institute, our Cal HQ dashboard helps hospitals track progress toward California’s goal of preventing 2,000 additional HAIs by the end of 2027. It includes hospital-specific reduction targets, progress tracking, quarterly actual vs. projected results, infection trend graphs, and statewide progress summaries. |
